MARSHALL, FULBRIGHT and RHODES GUIDELINES
Feasibility of Projects

If applying for the Marshall Scholarship:

The Marshall Scholarship deadline is October 4th, but the MTSU internal deadline to have everything in to our office is:
September 18, 2006.

● Send your most current official transcript to:

● Complete the online application www.marshallscholarship.org and make sure you select Michelle Arnold as your designated member so she will receive confirmation you are applying.
 

THE PROCESS

Candidates fill out the form and submit it through the system to their institution. The institution ensures that the application is complete and decides whether or not to endorse it. If the institution decides to endorse the application, they will add the letter of endorsement and will then submit it through the system to the appropriate regional committee.

● Submit your four letters of recommendation online (instructions on how to do this are included when you start your application process.

● Be sure to find out all you can about the British University and the availability of your desired program.

● Make sure to outline your proposed field and level of study and to nominate a first and second choice university in the United Kingdom.

NOTE: Preference will be given to candidates who display a potential to make a significant contribution to their own society. Selectors will also look for strong motivation and seriousness of purpose, including the presentation of a specific and realistic academic program.

● You must have at least a 3.7 GPA.

If applying for the Fulbright Fellowships:

● applicants must collect all supporting documents (e.g., foreign language report, references, transcripts, etc.) and submit them with the hard copy application to:

● supporting documents must be received by Ms. Michelle Arnold in their original sealed envelopes with the signature or stamp of the individual or institution across the back flap.

● applicants must also submit the application electronically in order to provide Ms. Arnold with access to it.

THE PROCESS

Visit http://us.fulbrightonline.org/home.html to complete the Fulbright application online.

The online application must be submitted electronically by midnight on Friday, October 20, 2006. Be sure to print out a hard copy before submitting the application electronically. Enrolled students must submit applications to Ms. Michelle Arnold in the UFO office (HONR 220) no later than September 18, 2006. She will send complete hard copy applications for Fulbright full and travel grants from enrolled students to the New York office of IIE by October 23, 2006.

You are eligible if you:

● are a U.S. citizen, and are a graduating senior, or hold a B.S./B.A. degree, master's or doctoral degree candidate, or young professional or artist, and

● are thinking of studying, teaching or conducting research abroad, and are in good health

● are a graduating senior, a recent graduate, or a graduate student

● are a graduating senior or recent bachelor's degree graduate proposing a project for which you have had some undergraduate preparation

● are a master's and doctoral degree candidate who must demonstrate a capacity for independent study or research, together with a general knowledge of the history, culture, and current events of the countries to which you are applying

FEASIBILITY OF PROJECTS

Applicants should give careful thought to the feasibility of his or her project.

Can the project be carried out effectively in the host country or institution? For example, some research methods, such as extensive interviewing or the use of questionnaires, may be inadvisable or unacceptable.

Is the field of study or topic particularly sensitive in the host country? For example, investigation into recent or current political or military issues may be not advisable.

Enrolled students are urged to consult professors in his or her major field or Dr. Jan Quarles at jquarles@mtsu.edu about the feasibility of his or her proposed project.

If applying for the Rhodes Scholarship:

PURPOSE
To provide special educational opportunities to talented students who offer the promise of effective service to the world during their lifetime, and to promote international understanding. Competitions are held in the U.S. and 32
Rhodes Scholars
(4 from each of 8 districts) are chosen each year.

ELIGIBILITY
At the time of application:

1. An applicant must be a citizen of the United States; pending application for citizenship does not qualify a person to apply.

2. An applicant must, by October 1, 2006, be at least 18 but not yet 24 years of age. (Applicants will be eligible who were born on or after October 1, 1981 and before October 1, 1987.)

3. An applicant must have achieved academic standing sufficiently advanced to assure completion of a bachelor's degree before October 1, 2007.

While not stated specifically, candidates should have a GPA of 3.7 or above for their undergraduate work. An institutional endorsement is also required.

BASIS OF SELECTION
"Quality of both character and intellect is the important requirement for a Rhodes Scholarship." Cecil Rhodes hoped that the Scholar " ;...would come to esteem the performance of public duties as the highest aim." These are among the qualities sought by the Selection Committees: scholastic ability and achievements, courage and strength of character, leadership ability, unselfishness, interest in one's contemporaries, and physical vigor. Race, religion, and need are not factors.

PROGRAM OF STUDY
Subject to the consent of their colleges, Scholars may read for the
Oxford B.A. in any of the Final Honour Schools or, with the consent of their colleges and the relevant faculty, they may be admitted, if qualified by previous training, to read for a higher degree such as the B.Phil., M.Phil., M.Litt., M.Sc. by Research, or D.Phil. All proposals must include 2 year programs. STIPEND
The stipend of a Rhodes Scholarship consists of a direct payment to the Scholar's college of all tuition fees (such as matriculation, tuition, laboratory fees, and certain other set charges), plus a maintenance allowance of not less than 735 pounds per month paid directly to the Scholar in installments during the term of the Scholarship. Although a Rhodes Scholar may be married, no allowance is made for the spouses expenses.
